SCOTIA Awards More Grant Contracts
to Organizations
To help stakeholders implement their projects
initiated with SCOTIA's technical assistance, more small
grants were awarded to community organizations and NGOs.
The new grantees are the following:
- Ang Babaye Ug Ang Kalikupan Asosasyon,
Inc. (ABAKA) in Moalboal - For capacity
building of members in biodegradable waste management
through further training, IEC campaigns, and establishment
of composting facility.
- Panglao
Dauis Baclayon Bohol Marine Triangle Management Council,
Inc. (PADAYON BMTMC) in Panglao - For capacity building
in increasing awareness of and generating support for
environmental protection advocacy and stakeholders' support
of EUF system.
- Tourism
Sector Coordinating Association, Inc. (TOSCA) in Puerto
Galera - For IEC campaigns to increase awareness of and
generate support for environmental protection advocacy,
stakeholders' support of EUF system, and stakeholders'
support of the projected wastewater collection and treatment
facility in Sabang.
- SCOTIA provided
a grant to the Solid Waste Management Association of the
Philippines (SWAPP) to give advanced skills training and
hands-on mentoring of LGU staff in composting projects
in Lemery, Puerto Galera and El Nido.
- SCOTIA provided
a grant to the Coastal Conservation and Education Foundation
(CCEF) for technical assistance to the LGU of Moalboal
in the institutionalization and social marketing of its
EUF system.

SCOTIA Makes Significant Strides
in Coastal Resource Management (MPA and EUF)
Beginning with Moalboal's ordinance establishing
its Municipal Waters Users' Fee (see Previous
Highlights), SCOTIA succeeded in helping other sites
in the same process. SCOTIA guided the LGU's in planning
and policy work to ensure effective implementation of their
environmental user fee (EUF) systems and proper management
of Marine Protected Areas (MPA). The SCOTIA team gave full
and focused effort on working out cohesive partnerships
among the community stakeholders, non-government partners,
and the LGU's to ensure sustainability of what it had helped
establish. In the case of Barangay San Fernando in El Nido,
SCOTIA assisted in drafting an MPA ordinance for an area
that has a lot of ecotourism potential. In Puerto Galera,
the EUF system being developed with SCOTIA's assistance
will help support the much-needed sanitation facility that
will be put up in Sabang. A comprehensive EUF ordinance
for Panglao is also underway to include all dive sites in
its municipal waters. In Tingloy, Balayan Bay, SCOTIA's
CRM specialist trained members of the Nagkakaisang Bantay
Dagat ng Tingloy (NBDT) in planning and leadership to strengthen
their capabilities as patrol guards of their municipal waters.

Communities Welcome Ecosan
Toilet to Remedy Sanitation Problems

The ecosan (ecological sanitation) toilet
was introduced to SCOTIA's stakeholders at its 2nd Stakeholders'
Workshop in February 2006 (see Previous
Highlights). To address the sanitation conditions specific
to coastal communities, SCOTIA's sanitation specialist recommended
this UDT (urine diversion toilet) for its practical and
efficient features-simple technology, low cost, recovery
of nutrients from urine for fertilizer use, and safe and
odorless disposal of fecal waste. With demonstration units
installed in selected homes in the project sites, the residents
saw for themselves how the innovative toilet could address
their sanitation problems at very minimal cost even in places
that have limited water supply. SCOTIA conducted not just
training on the installation and use of the toilet but the
fundamentals of health and hygiene as well. The benefits
experienced by families who installed units in their homes
at their own expense now encourage more and more residents
to put up their own toilets and the term "ecosan" has become
familiar to the communities in general.

Rotary Club of Japan Extends
Financial Assistance for Balayan Bay's Sanitation Initiatives
Families in Balayan Bay who want to construct
their own ecosan toilets but are hampered by financial limitations
have found benefactors in the Rotary Club of Japan. Through
SCOTIA's facilitation and coursed through the Rotary Club
of Makati Poblacion, the Club's grant will provide an initial
six toilets for beneficiary families. More funds from the
Club members are expected for the project.

Tourist Resorts Turn to SCOTIA
Expertise for Sanitation Technical Assistance
With the successful activities of SCOTIA's
environmental management advocacy spreading in the coastal
sites, a growing number of tourist resorts sought SCOTIA's
expertise to upgrade their sanitation facilities for more
eco-friendly and more efficient operations. SCOTIA's sanitation
specialist provided technical know-how in reedbed sanitation
and other wastewater management systems and continues to
be consultant for the resorts, some of which are the following:

New Participants Reinforce
WACS Success in Significant Waste Reduction
Following the success of SWM programs
in many of the SCOTIA sites where waste reduction had averaged
more than 50% (see Success
Stories), SCOTIA accepted requests for additional SWM
trainings in other barrios and resorts. In some sites which
had experienced SWM success like Moalboal and El Nido, the
barangay and community leaders passed on their expertise
to their neighboring communities by conducting SWM sessions
themselves without SCOTIA assistance. The very tangible
positive results of this intervention has helped propel
the stakeholders' commitment to allied waste management
activities initiated by SCOTIA like organizing junk shops,
setting up composting facilities or services, and improving
disposal sites.

Badian Municipality Catches
up with SCOTIA Sites in SWM Development

A special development for SCOTIA in Year
2 was the inclusion of Badian town in Moalboal as an additional
site for SWM technical assistance. Mayor Carmencita Lumain
and the LGU officials, determined to improve their SWM system,
requested SCOTIA for this intervention, immediately allocating
a special budget for the project. With this encouraging
impetus from the municipal government itself, SCOTIA facilitated
a workshop for the town's officials and sector representatives
to draft their 10-year ESWM Plan. Workshops were conducted
to acquaint barangay officials with RA9003 and the essentials
of ESWM. The ABAKA members of neighboring Moalboal (see
Success
Stories) assisted SCOTIA in conducting WACS in
two barangays. Included in the town's 5M budget for SWM
was the purchase of a garbage compactor with four-ton capacity
and a three-hectare vacant lot to be developed as its new
sanitary landfill. SCOTIA recommended to the LGU the technology
of composting biodegradable wastes as a waste reduction
strategy. The LGU council intends to buy a soil hammermill
for this project and is considering a municipal-wide composting
facility to be located in the town's old dumpsite.

PADAYON BMT Partners with SCOTIA
and other Agencies for CRM Growth in Bohol
Local government officials, legislators,
and organization representatives of Panglao, Dauis, and
Baclayon (PaDaYon) joined hands in establishing the PADAYON
BMT Management Council to take the lead in CRM for the Bohol
Marine Triangle. Supported by UNDP and the Foundation for
the Philippine Environment (FPE), the council's Management
Office was provided very critical training and on-site coaching
by SCOTIA specialists in MPA management, EUF establishment,
SWM, sanitation system, CRM planning, fisheries management,
coastal law enforcement, ecotourism, community organizing,
and environmental education. For this technical assistance,
SCOTIA entered a Memorandum of Agreement with PADAYON on
June 28, 2006 along with a few other partners. Mayor Doloreich
Dumaluan coined the acronym PaDaYon, an appropriate rallying
call for the council since the Boholano word "padayon" means
"to move forward."

CP Assessment Becoming a Must
for Tourist Resorts in SCOTIA Sites
More and more tourist resort operators
are assimilating the principles and guidelines of Cleaner
Production (CP) and are reaping its benefits both in their
operations and for the environment. The many requests for
CP workshops and assessment indicate the substantial inroads
SCOTIA's campaign has made towards acceptance of CP as a
tool for achieving economic sustainability in these sites.
The most common problems of SWM and water usage were addressed
by the operators through simple but efficient means like
collection of recyclables (which generated income for employees
as well), establishment of materials recovery facilities,
collection of grey water for plant irrigation, composting
of biodegradable wastes, and composting services for neighboring
resorts. The following establishments have participated
